All air-conditioning systems with an effective rated output of more than 12kw must be regularly inspected by an Energy Assessor. The inspections must be a maximum of five years apart. The regulations require the first inspection of the affected air-conditioning systems to be carried out as follows:
- 1. For all systems first put into service on or after 1 January 2008, the first inspection must have taken place within five years of the date when it was first put into service
- 2. For other air-conditioning systems, where the effective rated output is more than 250kW the first inspection must happen by 4 January 2009
- 3. For other air-conditioning systems, where the effective rated output is more than 12kW the first inspection must happen by 4 January 2011
From 4 January 2011, if the person in control of the air-conditioning system changes and the new person in control is not given an inspection report, the new person in control of the system must ensure the air-conditioning system is inspected within three months of the day that person assumes control of the system.

Air Conditioning Reports may only be produced by accredited Air Conditioning Systems Energy Assessors. In order to become accredited, assessors must meet in full the National Occupational Standards (NOS) for the production of Air Conditioning Reports. Applications are welcome from Energy Assessors throughout the UK.
There are two routes to becoming a Public Buildings Energy Assessor:
1. Qualification Route 2. APEL Route (Approved Prior Experiential Learning)

1. Qualification Route
This route is for applicants who have undertaken training to become a Level 1 Assessor please contact us for further details of training courses.
Step one - Please read the Membership Requirements, Minimum Requirements of Energy Assessors and the Scheme Code of Practice
Step two - Complete the following Application Form and Payment Form
Step three - Please send us your completed application, along with the relevant documents:
- One passport sized photograph of yourself;
- Both parts of your driving license or passport;
- A recent utility bill, no less than 3 months old clearly showing your name and address;
- Your qualification certificates (originals);
- Copy of certificates of insurance; and
- Full payment (cheque or card details using our downloadable Payment Form).
2. APEL Route

This route is for applicants who have relevant experience relating to complex air conditioning systems to be able to complete the reports.

Once your application has been assessed you will be notified of the outcome. Applicants must meet 100% of the National Occupational Standards. Suggestions for meeting any gaps will be given to the applicant.
